[Polly] Data flow reduction detection

Hi Chad,

First, thank you for pointing that out. I haven't thought much about
Phabricator lately.

We had the discussion about it on the polly-dev list (or in one of the
weekly meetings) a while ago, though.
As far as I am concerned, we could move all our reviews there but I think
Tobias was not very happy with that idea.
That is the reason I still push my patches only to the list (I don't want to
manage them at two different locations either).

If we change the general agreement I will happily start putting patches
there.
