[PATCH][AArch64] Enable sign check optimization by CSE

Hi Jiangning,

Thanks a lot.  Loops like "while (x > 1) { --x; ...; }" are really the
worst case for this patch.  I'll check if it's possible to optimize
complex conditions only rather than all conditions.
