[PATCH] Change loop unroll and vectorizer metadata prefix to 'llvm.loop.'

The attached patch includes a note in ReleaseNotes.rst and code to
autoupgrade llvm.vectorizer.* metadata strings to
llvm.loop.vectorizer.* when reading assembly and bitcode.  PTAL.
