[PATCH] Remove support for enabling / disabling multi-threading at runtime.

I'm even more confused now than before.  This change was actually submitted 5
days ago
<http://llvm.org/viewvc/llvm-project/llvm/trunk/include/llvm/Support/ManagedStatic.h?view=log>
and then immediately reverted when it broke the builders.  So why did it
just send out an email this morning?  Either way, as best as I can tell, no
parts of this change are currently in so I will just proceed as before.
