[llvm] r209984 - DebugInfo: Assert that DbgVariables have associated DIEs

While I fixed one issue with this as described in the commit message,
it does seem like there are still outstanding issues I'm investigating
as http://llvm.org/bugs/show_bug.cgi?id=19914

I /think/ it boils down to the first instance of an inlined function
having some of the variables optimized away, then a later instance not
having them optimized away, and thus the abstract DbgVariable is
created, but the DIEs are not.
