[PATCH] Teach add_sphinx_target to respect LLVM_INSTALL_TOOLCHAIN_ONLY

This is a follow up to my previous patch that Reid committed on my
behalf (r206655).

I forgot to guard the install command so the docs would of still been
installed if the following options were enabled.

LLVM_INSTALL_TOOLCHAIN_ONLY
LLVM_ENABLE_SPHINX
LLVM_BUILD_DOCS

The attached patch fixes this.
