[PATCH] Allow CMake to build Sphinx documentation

Hi Sylvestre,

Would you also like to take a look at the patch I'm proposing? I
presume that this will interest you because IIRC you maintain packages
for Debian and so you have much more experience than me in dealing
with installation locations for man pages and other documentation.
