[PATCH] [AArch64] Implement getMaximumUnrollFactor()

Hi Jiangning, t.p.northover,

This patches allows vectorized loops to be unrolled by a factor of 2. Our experiments show this patch helps performance of linpack and a few tests in EEMBC.
