Frankly, I'm confused by all this stuff myself :)

Looking at
  test/DebugInfo/COFF/tail-call-without-lexical-scopes.ll
I think the case is that IR *has* !dbg tags, yet
LexicalScopes::empty() actually returned "true" for this MF.
