Feel free to link in the new index from the main page. Now that all the
content has been moved to TableGen/*, you can also remove the link to
TableGenFundamentals from index.rst (keep it in the toctree) and gut
TableGenFundamentals to just link to the main TableGen/. Don't remove the
page itself because there might still be external links pointing to it;
someday we will probably do this with an HTTP redirect but a dummy page
with a link should be fine for now.
