[PATCH] Remove paragraph about manual account creation.

  I'd actually like Manuel to verify that he's OK with the in-web-app mechanism here and there aren't problems with it before we nuke this entirely. He's been maintaining Phab so, I'm leery of changing recommended best practices without an OK from him. However, he's on vacation so I expect it to be a week or so before he replies. Sorry for the delay.
