[PATCH] Fix the test breakage on win32 hosts after r200340

So basically what happened is
a) my original patch misbehaved on nonsense triples like xcore-pc-win32.
Oops.
b) a bunch of tests with an implicit triple assumed DWARF as the debug info
format that doesn't hold anymore
