Add new/replacement buildbots for ppc64-elf-linux

Add new/replacement buildbots for ppc64-elf-linux.  This is part of an
effort to move the ppc64 bots to a LPAR dedicated to the llvm efforts,
and should help avoid the periodic downtimes we have seen in the past. 

Adding four buildslaves here.  LLVM, Clang(LNT), Clang(Release+asserts),
Clang(Release).   These are mostly equivalent to the three existing
buildslaves, with the addition of a clang bot that builds without
asserts.  The names, slavenames and builddirs have been changed to
better reflect the bots purpose.

The existing bots (coho,chinook*) will be removed once these are up and
running.
