[PATCH] enable stackmap generation for ELF

Andy, do you think that you could add some "porting notes" to
StackMaps.rst? Probably just a list of things that come to mind that
definitely will need to be done, and probably some guidance as to the
testing needed.

btw, commit <http://llvm-reviews.chandlerc.com/D1981> already! I can't
believe it isn't committed yet!
