HowToBuildOnARM has always been mostly like a "grab bag of tips related to
building on ARM", so I'm not too worried. The name is sort of unfortunate;
I can't imagine that building on ARM is so vastly different from a regular
build as to require content at a HowTo level (i.e. let me hold your hand
and walk you through this procedure step by step).

Besides removing the unnecessarily negative tone (which I think is a good
idea, please do this Mikael), I don't see this fundamentally making this
content unfit for being on this page. The primary goal of our documentation
is to provide information that is useful for our users, and I think this
information is useful.

Sure. In addition, I'm looking forward to the day we have 128-core 256GB
AArch64 boxes in our fleet ;) but in the meantime some hints to grease the
gears for people that are building on ARM doesn't hurt.
