[PATCH][AArch64] Implemented vmul/vmux/fvma/vfms intrinsics

Hi Tim,

 

I updated the patches according to your review comments and included
vfma/vfms intrinsics implementation.

 

I was able to generate either Operators in NeonCodeEmitter or IR operations
in CGBuiltin for the legacy intrinsics and did not necessitate LLVM AArch64
intrinsic definition.

 

Let me know if you have other suggestions,
