[PATCH] Allow __sync_fetch_and_min (etc) libcalls

  I can't see anything wrong with expanding libcall support, unless there are people out there with private patches adding support for their own versions, in which case, they should upstream.

  I agree that, for this specific case, a libcall is better than expanding, and if there is a better expansion, than whomever needs it is free to implement.

  I'd be more comfortable with someone from ARM replying, but in any case, I don't see any harm coming from it.
