[PATCH][Mips][msa] Updates encoding of 3RF instructions

The attached patch updates the encoding of 3RF instructions to match the latest revision of the MSA spec (1.06).

It doesn't have a test case as this update just reflects a small change of the spec and at this stage is not yet possible to encode/decode 3RF instructions. The following patch will add test cases for all 3RF instructions.
