[PATCH] Prevent generation of deprecated IT blocks in thumbv8

May I ask one more question before we go ahead?

We were a little concerned about adding an early run of
Thumb2SizeReductionPass. As Artyom says, we checked and did not observe any
ill effects from doing so - but it would be comforting if someone with ARM
backend expertise could comment on whether this might be expected to have
any adverse effect. It would also be educational to have some sense of
whether there are implicit dependencies on the ordering of passes in the
backend.
