[PATCH] [PECOFF] Fixed base images now have the IMAGE_FILE_RELOCS_STRIPPED flag

  Ron, the tests are still failing even after r188173 (http://llvm-reviews.chandlerc.com/D1354). Has r188173 fix the issue correctly? I'll submit this patch with the prefixes being renamed, as that shouldn't block this patch, but we need to take a look at the fix for --check-prefix.
