What about putting the map in LLVMContextImpl?
It already has a few things specifically for debug info:
std::vector<DebugRecVH> ScopeRecords;
DenseMap<std::pair<MDNode*, MDNode*>, int> ScopeInlinedAt;
…

I remember David mentioned it once and I forgot about the conclusion.
