[llvm] r180589 - Updated GettingStarted.rst so that it references utils/git-svn for git-svnup instead of catting it into the documentation itself.

The reason I did this is:

1. I added said work to the GettingStarted guide originally, so I felt like I would not be stepping on anyone's toes.
2. In retrospect it does not make sense to cat an entire file into documentation, rather one should stick it in the source tree and reference it with one line from the documentation.

If you feel strongly about my doing this I am happy to revert the commit. = ).
