Instanced drawing for SI

Hi Michel,

sorry to bother you so much today, but I've been busy the last few days :D

Anyway the attached patches alone are fixing three piglit tests and 
preparing the way for instanced drawing with radeonsi, which in turn 
fixes 18 more piglit tests.

Based on the previous patches and as usual the mesa part is following in 
the next minute.
