I think yes, we can remove this rule. But I'm not an expert in
llvm/clang installation. Do we need/want an html documentation in the
docs/llvm installation directory? If we want to install documentation
we need to invoke "html" from docs/Makefile.sphinx instead of
"install-html" from docs/Makefile.
