[llvm-commits] [PATCH][Docs] Add HowToBuildOnARM.rst

Hi all,

  This is the first attempt to write down a document for building/testing
LLVM/Clang on ARM. As Sean sugguested on the ML [1], I just write my own
experience so far (not much, but I think this is the first step). Please
review and give comments on the content, and we can also discuss where
we should place this document.
