There was a PR (PR8214) about the old .cfg file. It wouldn't work with newer doxygen versions.

I'll verify that it's compatible with that version. I'll also determine what happened to the CSS file. Most of the changes are comment changes. There were some keywords that were removed (fixing the PR) and some that were added. But most of the keywords didn't change at all...
