Thanks for the review and the comments. Committed in r142492 and r142493.
I'll keep looking and spot checking the probabilities as I go. I'm still
quite interested in the verification problems, etc; as well as improving the
representation of "expect" in the IR, but my primary priority was resolving
PR2577 so that we have the most basic building blocks and can go from there.
