Perhaps a call-out to see if anyone else is comfortable doing periodic
Win32 reviews.  Takumi, Anton and I can't be the only people with
Win32 knowledge in the community, I would think!

I'm certainly willing to reviews.  Even if I don't get commit access,
I can at least assist with the review process for someone who does.
