README.txt updated: 1.1 -> 1.2

Log message:

Added a link to the main page for LLVM.
Made the "Submitting a Bug" reference point to the web site, as we want people
using the latest and greatest bug reporting.
Fixed the indentation by assuming that tabs are 8 characters or less.
