    The build environment has a different GCC toolchain in a nondefault location. The `--gcc-install-dir` is specified to build clang and other components. In the link step of `libomptarget` and `llvm-omp-kernel-replay`, there is no mechanism to pass `--gcc-install-dir` to the build.
