<pre>
    PowerPC on linux currently don't have support for lowering long double for
frexp().  This failure wasn't caught earlier as we don't have a libc++ buildbot.

Tests have be removed from `main` until implementation can be provided via `5adac8bebcf`
Would like to backport this update into release/17.x to resolve the lit failure seen on linux ppc.
