    Global fields, like metadata and attribute groups, should use variable names prefixed with a $ to make them global. This works with FileCheck -enable-var-scope (which really should be the default and only behavior, but is just another incomplete migration project)

Currently if you use -enable-var-scope, all the checks will fail that expect variable matching for attribute groups across the -LABEL checks
