    We can cross-compile libc today under the runtimes/bootstrap-build. But, that solution is satisfactory for all downstream use cases. This tracker is about setting up a mode in which we can do a standalone cross-build of the libc without having to build clang as a prerequisite [which the bootstrap build does today].
