Currently, precommit CI tests a different configuration and test set from what the postcommit build bots test. This means that it's pretty easy for someone to break precommit CI testing and not be alerted to it, which tends to leave precommit CI broken for long periods of time. If there was a postcommit built bot running with the same configuration as precommit CI uses, then someone breaking the build will be alerted to it, which will hopefully reduce the amount of time precommit CI is in a broken state.
