    What is the "performance" label in github issues intended to mean (as contrasted to the code-quality label)? Does this refer to the performance of the LLVM component, or to the performance of the generated code?

In bugzilla we had descriptions of these:
* code-quality  Code generated or optimized by a component of the compiler is not as optimal as it could be.
* performance Impacts performance

... which suggested that "performance" probably referred to the performance of the LLVM component, and code-quality referred to performance and other properties of the generated code. In github we've lost the descriptions. Also, it appears that the "performance" label was usually used in practice to refer to generated code performance.
