[clang-repl] Install clang-repl
This is essentially what D106813 was supposed to do but did not.
Differential revision: <a href="https://reviews.llvm.org/D108919">https://reviews.llvm.org/D108919</a>
This way clang-repl will become part of the llvm13 release. The biggest impact
from this seems to be that it increases the release size of roughly the size of
the clang binary.</pre>
