This fixes a bug seen by the Numba (<a href="http://numba.pydata.org/">http://numba.pydata.org/</a>) project, see

to not carry a downstream patch when the time comes to update to llvm 12.
I have attached a version of the patch that applies to 12.x and passes "ninja
check-all" building clang and llvm.
