One more thing to think about, we might also need to be able to specify
issue width in more cases. I believe, and please correct me if i'm wrong,
currently we can only specify a global issue width.
And that will be suboptimal after #50350:
AMD SOG 19h,2.10.1 Schedulers
The schedulers can receive up to six macro ops per cycle,
with a limit of two per scheduler. Each scheduler can issue
one micro op per cycle into each of its associated pipelines
shown in the diagram.</pre>
