      <p>
        <div>
        <pre>The following translation unit

```
#pragma GCC visibility push (default)
import <utility>;
```

When compiled with `-std=c++20 -stdlib=libc++ -fmodules` generates the
following error

```
x86-64 clang (trunk)
1
x86-64 clang (trunk)
- 596ms
<source>:3:8: error: expected a module name after 'import'
import <utility>;
       ^
1 error generated.
Compiler returned: 1
```

Adding in a corresponding `pop` does not resolve the issue. This occurs in
Boost.Asio headers, which means code using Boost.Asio cannot use modules.
