<pre>The code is ill-formed, by [temp.names]/5:
"A name prefixed by the keyword template shall be a template-id or the name
shall refer to a class template or an alias template."
(The "shall refer to" part only intends to cover the case where no template
arguments are specified, specifically when passing a dependent template
template argument: 'X<T::template U>'.) ~A<B> is not a template-id, since the
template name in a template-id is required to be either an identifier or an
operator name (eg 'operator+' or 'operator""_foo').
