The following tests fail when running "check-all" on trunk with OpenMP enabled.
I have reproduced the failures on both x86_64 and aarch64. I believe that all
of them are caused by attempting to offloading to the host.

libomptarget :: api/omp_get_num_devices.c
libomptarget :: offloading/offloading_success.c
libomptarget :: offloading/offloading_success.cpp
libomptarget :: unified_shared_memory/api.c
libomptarget :: unified_shared_memory/close_enter_exit.c
libomptarget :: unified_shared_memory/close_manual.c
libomptarget :: unified_shared_memory/close_modifier.c

Digging through history, the offloading tests should have been fixed by D38968,
but they seem to be broken again now.
