The problem did not exist in v8.0.0.
Note that the implementation of
<a href="http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2018/p0608r3.html">http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2018/p0608r3.html</a> might be
related, but p0608 itself shouldn't be causing the variant converting
constructor to not match.
Compared to before, p0608 only requires that `double x[] = {600};` is well
