<pre>The go bindings test for IR attributes tests them by attaching each attribute
to a Function. However, only some attributes should be attached to a Function.
In r362128, the "byval" attribute has additional checks which asserts when
attempting to use it in this manner. "byval" has been removed from the test in
r362189. The attribute test should only apply attributes to where they are
allowed instead of just using Function.</pre>
