The dcl.link section of the standard (<a href="http://eel.is/c++draft/dcl.link">http://eel.is/c++draft/dcl.link</a>) makes
it, however, clear, that `extern "C"` is for linking against the C programming
language, which is an ABI that cannot throw any exceptions.</pre>
