I just tried installing clang-9 next to clang-7 and dpkg complained about filed
that would be overwritten:

trying to overwrite '/usr/lib/x86_64-linux-gnu/libomp.so.5', which is also in
package libomp5-7:amd64 1:7-3~ubuntu0.18.04.1
I know that you stated in <a class="bz_bug_link
bz_status_RESOLVED bz_closed"
title="RESOLVED FIXED - Debian (sid) libomp5-8 issues."
href="show_bug.cgi?id=38681">bug 38681</a> that those packages will not be
co-installable but maybe you can make them conflict so that they are not
automatically installed?
