<pre>Closing this bug for two reasons:
1. The reporter never posted a reproducer
2. Many instances of this error ("inlinable function call in a function with
debug info must have a !dbg location") have been fixed since this bug was
filed, so even if we had one, the bug has probably been fixed by now and we
don't need to track this.</pre>
