<pre>LLVM's 'fence' instruction lowering is not supported in WebAssembly even with
-mattr=+atomics option on.
A CL (<a href="https://reviews.llvm.org/D50277">https://reviews.llvm.org/D50277</a>) has been proposed, but we have not yet
reached a decision on what should we lower them to. This is a tracking bug for
this.
