<pre>Prior to version clang/llvm 7.0.0, the cfi_blacklist.txt file was optional. In
testing non-Cross-DSO CFI in HardenedBSD 12-CURRENT/amd64 with clang/llvm
7.0.0, it appears that cfi_blacklist.txt is required. We currently have no need
for cfi_blacklist.txt. Instead of making it required, it would be best to be
optional.</pre>
