For this RFE, the problem is with how we declare member functions:
void
foo
::foo()
{
}
Specifically, we want to enforce a break between the class name and the member
name (in this case, with the `::` attached to the member name, but that should
probably be an option). AFAICT there is no option to do this, and clang-format
insists on removing the break, which is not desired.</pre>
