N4727 [ostreambuf.iter.cons]/3 says:
ostreambuf_iterator(streambuf_type* s) noexcept;
Requires: s shall not be a null pointer.
It seems this test is incorrect. I'm not sure if it should be outright deleted,
moved to the libcxx subdirectory, or something else.</pre>
